Can you people really believe this?
first i must apologize for the long absence, but pc crashed, something to do with a controlling telephone line black hand?? actually, some bloggers did got prosecuted, even jail i heard.. even Susana Villaran, got a trial for difamation going on, that called the attenion of the CIDH , Susana Villaran The elected major for Limas city- who i must tell you only gets the official credentials today, as you can read on the link-, a month later... no big deal on press.. nothing more to say about the hands that grab this election process... on this "tried to pull" scam..

Peruvian nobel winner Vargas Losa speaks about major elections
Vargas LLosa 10 years ago, was prosecuted by the ex president of Peru, Alberto Fujimori, now Fujimori sits in jail with his assesor "big people buyer" Vladimiro Montesinos. This year; Vargas haves just been awarded the Nobel prize to literature. Perhaps because his peruvian stories seem so unreal...?
El premio nobel de literaturaMario Vargas Llosa habló sobre las recientes elecciones municipales en el Perú, destacando que en Lima los comicios se estén definiendo entre dos mujeres: Susana Villarán y Lourdes Flores Nano.
"Bueno, muy bueno, que en estas elecciones democráticas haya habido dos mujeres candidatas, ambas muy respetables, una más de derecha, otra más de izquierda, pero creo que ambas tienen un compromiso claro con la democracia y eso hay que celebrarlo", señaló el escritor en una entrevista concedida al diario La República.
Sobre la candidata de Fuerza Social, Susana Villarán, quien se encuentra liderando el escrutinio de votos, Vargas Llosa consideró que es "una persona de izquierda democrática", que no representa ningún peligro.
"Susana Villarán es una persona de izquierda democrática y lo ha demostrado de una forma muy clara, a diferencia de muchas personas de izquierda en el Perú, que todavía no se atreven a criticar a Cuba, por ejemplo, a pesar de que saben que es una dictadura", apuntó.
"Es una persona muy respetable, porque es un izquierda realmente democrática, moderna, que no va poner en peligro las instituciones, sino, al contrario, las va a reforzar", agregó el escritor.
Por otro lado, Vargas Llosa opinó que el ex presidente Alberto Fujimori, condenado a 25 años de prisión, "está en la cárcel porque cometió una gran traición con la democracia que le permitió llegar al poder mediante unas elecciones libres".
"Él hizo lo peor que puede hacer un estadista, que es destruir las instituciones democráticas e instalar una dictadura. Una dictadura que fue muy corrupta y que se manchó las manos de sangre con los crímenes contra los derechos humanos que cometió", apuntó

We must remember that Vargas Llosa compete for the presidents chair at the beginning of the 90´s against Fujimori. So he knows about elections.
"Susana Villarán is a democratic left person, she has clearly shown us that, in difference to many other left wings in Perú, that for example, do not criticised Cuba yet, even tho they know is a dictatorship" he added.
"She is a respecful lady, her left is a very democratic left, modern, that wont put in danger any institution, instead, she will strength them", said the writer with a tone that makes this writter a bit worry, as if hes trying to convince some black entity that it wont be that bad to let her win.
Today saturday 9/10 at almost a week of voting, over 1,5 million votes still frozen, and theres a rumour that any party will need s./53 soles (around $18) to appeal for each vote act (there are over 8000 of them)
Lets hope this are yet to confirm news, because it will feel to me as if the one that pays election wins.

Between today and tomorrow, the special elections juries (JEE) will receive this acts. Between candidates Villaran and Lourdes there are 31, 164 votes of diference, but 1million and a half yet to count frosen votes

Amongst a lot of criticism to her work development, ONPE finished counting 4 days later, the valid acts . (Perú.21)
Within many critics to her labour, the ONPE presented last night the 100% of the acts processed (the ones without observations), which represent 73.81% of the counted acts (23,071), revealin that Susana Villarán still heads up with 38.49%, while her rival, Lourdes Flores, hangs close with. Mening, 31,164 votes of difference.
Now there are 26.19% of the acts to count (8,384 acts ) observed they say, which will be passed on to the judges elected for the Special Elections Jury in Lima Center, North, South, Easte and West so to take "descisions" over the 1.6 million votes inside those 8384 votation acts
ONPE inform they account a total of 4’340,098 votes, all belonging to their acts, this sufragists voted in Lima for their new Major Metropolitan elections and 42 district regionals representatives.
From 8,384 observed acts, 6,340 are unreadable or other observation as incomplete data, 1,898 have material mistakes and only 146 belong to "impugny votes".
The Special Electoral Jury Jurados Electorales Especiales (JEE) will resolve each act and, with proclaimed resolutions, notify "as soon as possible" to the interested pàrties.Time wise JEE center Lima says around 3 days.
If the resolutiojn does not satisfy one of the parties, this partie could appeal to JEEL in the next 3 days. In this case the booklet belonging to that act will go up to the JNE, which in another 3 days will resolve and have final say coming back to the uncentralized office of Electoral processes (ODPE) Lima centers for final addition.
If the acts have terrible mistakes, they become impugnation objects to the JEEL, and they are not something for appealin to thel JNE.

Last night in Parque kennedy, a main park in miraflores, a movilization of people, asked the ones in rat costumes with ONPE (delegation in charge of counting votes on the just "frozen elections") boxes in their hands,
-> "WHERE ARE THE VOTES UNCOUNTED?" .
what are they doing to them...'
"who is that people counting them?"
"rats?! .... perhaps"
around a 1oo people got together in a peacefull manner representing a "rats theft" of votes, as to complain for what is happening with the results of our "frozen votes"in limas city, Peruvian capital, main and central.
in the rest of the country the representations and marchs, have not been that peacefull, the election of this past sunday also called for regional presidents election.. and the fraud there doesnt seem to be away. Some of the cities uncontent with the results are:

- Piura
- Ayabaca
- Ucayali
- Puno
- Tumbes

We in Lima still are lucky, they have said results up to 70% of votes count, the other 30% its been counted
we want transparency, and the limeñas choice of leader to be the MAJOR .

Judges not too "clean", will review observed act votes by the ONPE
Magistrates with lousy records are in charge of the Special Electoral Jurys (JEE) meant to resolve the elections process in LIma.
Judges "on the brink" will review the observed votes
Even after their promise of complete transparency, many of the magistrates that precide the 5 Special Electoral Jurys in Lima (JEE)- which will decide the luck of 8,384 acts observed by the ONPE -, have been through disciplinary processes by The National Magistrates Council (CNM) due to unfunctional behaviour.
Lets see for example Felipe Sahua Jamachi, president of the JEE Lima´s Center, to whom the CNM opened a disciplinary process in 2008, because of solving in a contradictory way Indecopi s.a. and the general board of partners form the TV station 1160 s.a (Red Global s.a.), when he was still a regional supreme vocal from the Constitutional Rights Board.
Even after he was found guilty of the facts implied, Sahua wasnt derranged from magister by the council, he was even recommended by the law ministry to be minor sanctionated.
But Sahua isnt the only one on the brink here. A year earlier in 2007. The National Magistrates Council (CNM) opened a disciplinary sanction process to Hugo Molina Ordoñez, president of the JEE Lima south, for the act of not having pronunciated about a prescription exception deduced by the citizen Jose Manuel Reyes Apesteguia, on a process followed against himself for the felony of generic falseness.
On their resolution the CNM holds that the facts are not as bad as too bring a destitution, but - as they did with Sahua -, a minor sanction. We must also mention, that together with Molina, were included, amongst other magistrates, the supreme vocal Robinson Gonzales and today´s president of Limás Court Cesar Vega Vega

The worst came around when even after the CNM recommended minor sanctions, The States Justice Power play blind and even nowadays they havent been sanctioned, nor Molina or Sahua (even the less Gonzales or Vega Vega).
In an interview with our newspaper, an exmember from the CNM Anibal Torres, mentioned ther is an "Otorongo brotherhood" on the supremescourt, that do not follow the recommendation of the organism that sanctions magistrates and let the cases proceed.
Torres wondered why magistrates as Sahua or Molina have been summoned by the president of Limas Court to take to preside The Special Elections Jurys.
"With those backgrounds it wont be a surprise that they act by their own idony and him (Vega Vega) will have to be much more careful when picking buddies, or at least he should play pretender", he says.

But Sahua and Molina have more serious unanswered questions. As the Tv journalist mention on his show "the Francotirador"Jaime Bayly, Sahua - as the other 3 presidents of the JEE- have many strong links with APRA party (the presidents party), thats why they were taken apart from the Justice Power after the a few years ago 5th of aprils -now in jail - Albertos Fujimori´s autohit.
Bayly mantioned that Molina was part of the lobby that closed the case against the chilean Androniko Luksic, in the Luchetti case, and he ordered liberty for Agustin Mantilla, guilty of receiving money from Vladimiro Montesinos (also jailed), for his APRAS partys campaign.
In fact as a supreme court vocal on the Transitory penalty lobby, in 2004, Molina and Vega Vega worked together proclaiming 3 controversial resolutions: which declared unproceding 3 accusations done by the Anticorruption Procuradory, on the process followed against the members of the board of Luchettis enterprise (Luksic & Luis Pacheco) and the businness man Dionisio Romero.
Yesterday in a radio interview, Molina denied links with any political party and claim that he was elected and not chosen by the president of Limas court. " I was chosen by the executive counsel from the superior court, as the law says. In my case, first there was the Julio Pacheco ´s designation, but he left his position due to health problems" he added.
But not only Sahua and Molina are on the brink. The vocal Juan Pablo Quispe Alcala, president of the JEE west Lima, was acussed in 2006 of receiving money to vote for Fernando Zevallos (owner of the dead airline Aerocontinente).
JNE and ONPE changed the game rules.
A last minute strange change on the rules- involving equally the National Jury of Elections (JNE) and the National Office of Electoral Processes (ONPE)- decided the big quantity of act books observed (8 384 in total) putting in danger the election of the leader of Fuerza Social Susana Villaran as Limas chosen Major.
The 13th of september, the jury give resolution Nº 2319-2010-JNE modifying art. 3 of the active procedure rules to the observed act books for the regional, municipal (major) and Fonavis referedum election votes.
According to the ONPEs chief, Magdalena Chu, the record of observed acts is due to the modification made by the JNE 15 days before the municipalities elections.
Nevertheless, she didnt explain why her despatch only request this modification on the 13 of september, and in the same day, with suspicious synchronicity, the electoral body approved the request.
The modification that changed all the elections view happened on the office doc Nº 1248-2010-SG/ONPE, through the General secretary of the ONPE, with direct coordination of Magdalena Chu. The motivations of this new norm are a complete mystery. But a fact is that the questioned special election jurys (JEE) will resolve by themselves over 8 thousand 300 act books observed by the ONPE in Lima, meaning that they will resolve over the descision of over 1 million and a half citizens in Lima.
It just leaves us with bad taste...why so many votes have been frozen? why is this not happening on the regional districts? are we missin the real name of all this issue?

Elections on sunday
It can only happen in Peru. Alan Garcia, the president and all of his allies plus the organization in charge of the elections transparecy called ONPe, with magdalena Chu presciding it, its hiding 1.5 million votes, from the total of 5 million voters that have choosen their major for Limas city on sunday. Being today thursday, 4 days later, we still dont have a major elected. It really smells funny...
All the marketing agencies with their well recognised polls, claimed the winner Susana Villaran from political party Fuerza Social, but even after the quick results done 4 hours later after the election closed, claiming susana villaran as the winner, her adversary Lourdes Flores Nano the presidents favorite, was considering herself a winner ("!"), her representative even said they are winning by the 3%.... ? .. something not understandable when all the press and marketing agencies were claiming susana villaran as the winner.
Hours went pass, and after a lot of strangely situations, as votes getting lost, percentages alterde,Magdalena chu, the ONPEs representative, said that the 21% of the votes have been held for observation.. leaving the results up to the 70% of the total votes saying susana villaran will be winning only by 0.8%.. and while the right PPC party of lourdes still celebrates and dances the people smells fraud, as she even said 4 years ago, when the current president with this same lady chu presciding ONPE did it to her.
Now its her turn to do it to Susana...
There are 1.5 million votes being count by another delegation of electoral procedure which mysteriously was only created 3 days before the elections, what will it be like if they all of a sudden decide only to go in favour of lourdes votes-the presidents predilect candidate- and toss away all the other votes?
what of democracy? what of peoples choices,? what of the power of the union??
we claim for international organizations and press to be aware of this situation, and to help justice and democracy prevail.
